The REACH Regulation (EC) No 1907/2006) is an EU regulation on the registration, evaluation, authorization, and restriction of chemicals, which came into effect on June 1, 2007. It is the most complex chemical regulation issued by the EU to date, aimed at controlling chemicals and products that use chemicals. As a major focus of REACH regulation, the candidate list of substances of high concern (SVHC) has undergone multiple updates since REACH came into effect.
The EU hopes to eliminate potential risks to consumers and professional users by limiting the content of 2,4-DNT in imported goods, and comprehensively control the health risks brought by 2,4-DNT. According to official information released by the European Union, the revised REACH Regulation (EU) 2026/859, which focuses on amending Annex XVII of the REACH main regulation (EC 1907/2006) and adding Article 83 to restrict the use of 2,4-DNT in goods, was published in the EU Official Journal on April 21, 2026 and officially came into effect on the 20th day after publication.
In Annex XVII of EC 1907/2006, the core restriction clause is as follows:
Exemption situation:
This restriction does not apply to the following items:
explosives
Military supplies
Ammunition for use by police or security forces
toy
medical device
Food contact items
This new regulation has a significant impact on non EU enterprises exporting goods to the EU, such as those in the fields of automotive parts, plastic products, electronic products, etc. It is recommended that relevant enterprises investigate their supply chains as soon as possible to ensure product compliance.
