On June 15, 2026, the UK Health and Safety Executive (HSE) updated the UK REACH Substances of Very
High Concern (SVHC) authorization candidate list, formally including 15 substances (groups). Previously,
the HSE had issued a related SVHC identification proposal on March 9, 2026, followed by a six-week
public consultation, which concluded on April 20, 2026.
After completing public consultation and relevant opinion assessments, HSE has decided to include 15
substances in the UK REACH SVHC candidate list. According to the HSE decision document, all newly
added substances meet the identification criteria for SVHC under UK REACH Article 57, primarily
concerning attributes of concern such as reproductive toxicity, carcinogenicity, and mutagenicity.
From a functional perspective, the newly added substances may involve applications such as flame
retardants, photoinitiators, dyes, solvents, cross-linking agents, polyurethane-related catalysts,
lubricants/metals processing fluids, etc. Key industries requiring close attention include electronics
and electrical, plastics and rubber, textiles and apparel, coatings and inks, daily chemical fragrances
and flavors, as well as related chemical supply chains.
