On September 11, 2026, the European Commission adopted the "Commission Implementing Decision (EU) 2026/2032," which was officially published in the Official Journal of the European Union (OJEU) on September 14, revising the previous Implementing Decision (EU) 2023/740 on the harmonized standards for the Toy Safety Directive.
This update officially incorporates three new editions of the EN 71 standard into the harmonized standards list of the 2009/48/EC Toy Safety Directive, effective immediately—two of which are newly included and directly impact the export compliance of foam toys and flame-retardant material toys.
CCL Interpretation:
① Foam toys (puzzle mats, soft building blocks, squishy toys, etc.) exported to the EU will have formamide content as a new mandatory inspection item—especially for toys intended for children under 3 or those that may be placed in the mouth. For the next batch of orders, it is recommended to arrange testing directly according to EN 71-15:2025;
② EN 71-16 specifies three flame retardants primarily hidden in flame-retardant-treated foam and plastic components. First, confirm the formula with suppliers, then finalize the testing plan to avoid blind testing and unnecessary expenses;
The new edition of the standard takes effect immediately, but reports under the old EN 71-4:2020 standard can be used until March 2028. There's no need to rush for retesting—combine the standard transition with the next order test to save one round of costs.
