Full Assistance | EU Toy Standard EN 71-13: 2021+A1: 2022 New Standard Update

On April 5, 2023, the European Commission issued Executive Resolution (EU) 2023/740, updating the harmonized standards referred to in the Toy Safety Directive 2009/48/EC. The update involves a toy standard in EN 71-13. Starting from April 5, 2023, EN 71-13:2021+A1:2022 "Toy Safety - Part 13: Olfactory Board Game Toys, Makeup Set Toys, and Taste Game Toys" will be listed as a coordinated standard for toy safety directives. The previous version of EN 71-13:2021 was withdrawn on April 5, 2023.

The standard EN 71-13:2021+A1:2022 applies to olfactory board game toys, makeup set toys, and taste game toys, as well as their additional devices. The standard specifies the use, quantity, and concentration of substances and mixtures in these game toys and set toys. Olfactory board game is a toy designed to help children learn to recognize different odors or fragrances. It includes olfactory identification and/or taste, as taste is ultimately achieved through olfactory identification of odor and aroma. Cosmetic kit refers to toys aimed at helping children learn to make spices, soap, face cream, shampoo, bath liquid, lip gloss, lipstick or other cosmetics, toothpaste and hair conditioner. Gustative game toys (also known as Gustative Kit or Food Kit) refer to toys that allow children to make candy or dishes, involving the use of food ingredients such as candy, liquid, powder, and spices.



Compared to the previous version, the standard EN 71-13:2021+A1:2022 mainly adds sentences emphasizing makeup toys and taste game toys, which are not suitable for children under 36 months old. And taking into account the revised directives (EU) 2020/2088 and (EU) 2020/2089 of Annex II of the Toy Safety Directive, the list of allergenic fragrances has been revised.
