On September 5, 2023, Australia updated the Consumer Goods (Children's Toys 36 Months and Under) Safety
Standard 2023 to replace Consumer Protection Notice No. 14 of 2003- Consumer Goods Safety Standards: Children's
Toys 36 Months and Under. The transition period is 18 months, starting from March 5, 2025, and manufacturers are
required to comply with the updated standard requirements.
·Main update content:
1) Mandatory standards allow for the verification of product compliance by following the following standards:
a) AS/NZS ISO 8124.1:2023 "Toy Safety - Part 1: Safety aspects related to mechanical and physical properties"
b) ISO 8124-1:2022 "Toy safety - Part 1: Safety aspects related to mechanical and physical properties"
c) EN 71-1:2014+A1:2018 "Toy safety - Part 1: Mechanical and physical properties"
d) ASTM F963-17 "Consumer Safety Standard Specification for Toy Safety"
2) The updated mandatory standards require that all toys for children under 36 months of age (including),
if containing any type of battery, the battery compartment must only be fixed by using tools to enter. It must
comply with the requirements of clause 13.4.1 "small batteries" of AS/NZS 62115:2018 "Safety of Electric Toys".
3) Toy suppliers must be aware that even if the label and/or sales target are older children, mandatory standards
may apply if the toy is generally considered for or suitable for children under 36 months old. This mandatory
standard provides the "Age Determination Guidelines" of the Consumer Product Safety Commission (CPSC) as
a reference guidance document.
